Systems engineering based on stakeholder engagement to illicit user needs
To facilitate input from stakeholders, ISO/TC 204/WG 19 hosted a series of public workshops in late 2021. The results of these workshops led to the development of the Operational Concept (ConOps), including the user needs and constraints. The draft of this document was developed within ISO/TC 204/WG 19 and a Committee Draft (CD) was released for committee consultation on 7 June 2022. Based on the comments received from this review period, the terms and definition contained within the draft were separated into a separate Part 1 Vocabulary document making the ConOps Part 2. In July 2023, a second draft of the ConOps was released along with a draft of the Vocabulary and a complete System of Systems Requirements and Architecture (SoSR) document. The SoSR defines the requirements for the entire METR network that fulfil the user needs and constraints of the ConOps. The SoSR also explains the architecture for the METR network consists of several systems that are separately managed forming a system of systems (SoS). These systems include the (1) regulation system, (2) distribution system, (3) consumer system, and (4) discrepancy handling system.
Future parts of the standard will specify how the SoSR requirements are realized by the component systems within METR and thereby how these components fulfil the user needs defined in the ConOps. Another future part of the standard will define METR data requirements. Eventually, interface specifications will be developed to define precisely how data will be exchanged to enable interoperability, but it is still unclear if this will be an ISO standard or implemented through regional standards.
ISO/TC 204/WG 19 held a series of 12 workshops to gain feedback from industry stakeholders. Participants included 47 stakeholders from 13 countries as shown in the pie chart.
We continue to seek input from others during our online development of the ConOps. Several additional meetings have been held since the original workshops to gain additional insights from other stakeholders, especially from stakeholder categories (e.g., lawyers) who were under-represented during the Workshop sessions.

To better ensure that these standards address both today's and tomorrow's needs, ISO/TC 204/WG 19 continues to seek input from surface transport professionals and advocates to better understand stakeholder needs that should be incorporated into the METR standards. Specifically, ISO/TC 204/WG 19 is interested in hearing from stakeholders representing the following perspectives (recognizing that some stakeholders might fit into multiple perspectives):
